It's an optometrist that has done the specialization to make Oculus Doctor. Optometrists are required to complete a four-year postgraduate degree program to earn their Doctor of Optometry (O.D. - Oculus Doctor) titles.

Here's a copy of my review:- Another excellent episode, but when Graeme Harper is directing I wouldn't expect anything else. The man has been directing great Doctor Who stories since the days of the 5th Doctor (the classic "The Caves of Androzani" was his first). Once again excellent acting from the main cast. David Tennant was brilliant as always, and Catherine Tate just gets better and better. Also a fine performance from Tim McIinnerny, another great actor who is perhaps better known for his comedy (Lord Percy and Captain Darling in the "Blackadder" series). The story itself had everything you would want from a Doctor Who episode, thrills, excitement and scares for the kids, with a deeper socio-political message for the adults. All in all an exciting and fascinating look at how the Ood were made into slaves by corrupt businessmen, all tied in with an ingenious take on a hive mind scenario. Interesting that the Ood-Sphere and the Sense-Sphere are in the same Solar system. It has been remarked on previously that the Ood strongly resemble the Sensorites (who first appeared with the first Doctor in 1964), except that the Sensorites were capable of mind control rather than being controlled themselves. The fact that the humans were the real bad guys in "Planet of the Ood" is another interesting parallel with "The Sensorites" story. In "The Sensorites", a mysterious fatal illness was being caused by a group of humans who were poisoning the water on the Sense-Sphere, having gone mad and believing that they were at war with the peaceful Sensorites. Other interesting points - another mention of the bees disappearing (that has got to become important later in the series), The Ood saying "I think your song must end soon" to the Doctor. We know it can't mean regeneration since Tennant is signed up for the 2009 specials and "informally committed" to series 5, so what could it mean in that case? Something to do with Rose perhaps? Or maybe he's going to lose his telepathic ability? The way this series is shaping up, it's going to be great fun finding out. One last point about the time slot. A bit early for some of the scenes shown in the episode I think. "Planet of the Ood" has been given a PG13 certificate for its DVD release and I could see why.

Ph D is a title attached to anyone using it to represent their doctorate degree. Doctorate degrees aren't just for medicine, they are for all fields. When an MD (medical doctor) uses Ph D in his title, he often adds a specialty to it, like DDS (doctorate of dental surgery), or OD (ophthalmological doctorate). Ophthalmology is the study of eyes and vision. OD means eye doctor.
