I'm not sure why your brother's emphysema (not emphazima) would prevent him from staying with her. Neither condition is contagious.

It sounds like your brother can not handle the situation emotionally or possibly take care of your mother physically if she is unable to do for herself. Look, if he has to bathe her or change her diapers, clean her private areas....this is tough on a son. Because of his emphysema he may not have the strength or the breath to lift her or turn her. Also, many people with lung cancer end up with respiratory bacterial infections and because of his emphysema, he may be concerned of getting an infection from his mom. He DOES have several valid reasons why his emphysema...and being the son, not the daughter, may interfere with care of your mom.
